On edelivery.oracle.com present: "Oracle Linux 7 Virtual Machine Image for Openstack", but it's provide images only 7.5 and 7.6.

So it's look like You should build this image semself:

I don't have an OpenStack cluster to test, but from the above scripts, the OCI image should work on OpenStack.

It has actually nothing specific for  OCI, it is a bare OL7 qcow, with cloud-init installed.
