Connecting to Oracle 7

Hello All

I need to do some testing for Oracle 7 and then plan for upgrade

Do anyone know what tool can i use to connect to the database?

Please note that am not able to use sql developper to connect to the database since oracle 7 needs you to connect to svrmgrl utility first

Please let me know which tool can i use as a substitute to Sql developper or Toad
