Oracle Cloud HCM SaaS: Load Geography via HDL Errors

Hi,

I am having issues loading Geographical data via HDL and keep getting the error: 

The values The values Qala i Naw,AF-BDG,CITY,Afghanistan aren't valid for the attribute GeographyId.

I am using the below test file:

METADATA|GeographyHierarchy|SourceSystemOwner|SourceSystemId|Name|StatusCode|StartOnActivationFlag
MERGE|GeographyHierarchy|HA|HA_AF|HA_AF|ORA_DRAFT|YES
METADATA|GeographyHierarchyNode|SourceSystemOwner|SourceSystemId|HierarchyId(SourceSystemId)|CountryCode|Level1|Level2
MERGE|GeographyHierarchyNode|HA|HA_AF2|HA_AF|AF|AF-BDG|Qala i Naw

The country Afghanistan has been setup manually, and all tasks: Geocoding, Address Cleansing, Structure, Hierarchy, and Validation has been defined with a check mark. I am able to manually create a province and testcity. I already have state created in the Hierarchy.

I am not able to create individual states as well via HDL and get a similar error.
