in Oracle Linux
When I start VM I get lock screen, and I can't login with oracle user only with root. But in terminal I can login as oracle user

WHat vm product?
Where is this "lock screen"? On the VM console? What do you even mean by "lock screen"?
being able to log on as root doesn't sound like a 'lock screen'. So exactly what happens when you try to log on as 'oracle' from this "lock screen"? The term "can't login" is not found in any errror message reference.
You say that you can log in as 'oracle' "from the terminal". So what is the difference between "the terminal" and the "lock screen"?
