Secure Oracle ATP database using IDCS users and Groups

Hello,
We have a requirement to implement VPD policy on ATP Database objects using the IDCS Users and Groups,
What would be the best architecture to achieve this use case?
The ATP database is invoked from VBCS UI Application and Oracle Integration cloud OIC .
