Licensing limitations with installing Oracle 19c standard on a Windows Server VM


I have a server with two CPUs (Sockets) and I know that this is the maximum amount of sockets allowed for an Oracle 19c standard installation. Now, this is in case I needed to install Windows 2019 Server on bare metal "not as a VM".

My question is: In case I wanted to install ESXi on this physical server and run the Windows 2019 server as a VM to host the Oracle database installation, knowing that it will be the only VM running on that server, would there be any restrictions to the number of virtual CPUs that the VM can use. As I said the server has two CPUs, each with 8 cores.
