Reserve IP address in a specific region/country

Hi,

Is it possible to reserve an IP address in a specific region/country?

For example, that a "whois" lookup on the IP says that it's originating/located in a specific country.

Today when we reserve an IP address (from within a non-US/AU OCI region), a whois lookup says that it's an American/Australian IP address.

    Here seems to be a way of finding public IP address ranges in a certain region:

    $ curl -s https://docs.oracle.com/en-us/iaas/tools/public_ip_ranges.json | jq '.regions[] | select(.region == "me-jeddah-1")'
    {
      "region": "me-jeddah-1",
      "cidrs": [
        {
          "cidr": "150.230.48.0/21",
          "tags": [
            "OCI"
          ]
        },
        {
          "cidr": "150.230.240.0/21",
          "tags": [
            "OCI"
          ]
        },
        {
          "cidr": "158.101.224.0/19",
          "tags": [
            "OCI"
          ]
        },
        {
          "cidr": "193.122.64.0/19",
          "tags": [
            "OCI"
          ]
        },
        {
          "cidr": "207.135.30.0/23",
          "tags": [
            "OCI"
          ]
        },
        {
          "cidr": "134.70.100.0/22",
          "tags": [
            "OSN",
            "OBJECT_STORAGE"
          ]
        },
        {
          "cidr": "140.91.42.0/23",
          "tags": [
            "OSN"
          ]
        },
        {
          "cidr": "140.204.34.128/25",
          "tags": [
            "OSN"
          ]
        },
        {
          "cidr": "192.29.112.0/20",
          "tags": [
            "OSN"
          ]
        },
        {
          "cidr": "192.29.224.0/22",
          "tags": [
            "OSN"
          ]
        },
        {
          "cidr": "192.29.232.0/25",
          "tags": [
            "OSN"
          ]
        }
      ]
    }

    But doing a whois on one of those IP addresses doesn't seem to indicate it's Saudi Arabian:

    $ whois 192.29.232.10
