Hello, I suddenly couldn't connect my instance yesterday.

At the same time, a new instance cannot be created.

I didn't use it to do anything illegal. Why would I be restricted? Is it because of free users? That would be unfriendly.

I cannot get in today. Tried to remotely access from 3 different computers. The host is on because I have another way to see that it is on.

I've got the same problem, this seems to be pretty widespread and nobody has heard anything from Oracle about how to solve it.

Usually those errors are because of the AuthZ policies. Can you check if your group has rights in that compartment? Also clear the cookies.
