i installed pracle xe 21.3 with apex 22.1 then when i tried to install ORDS AND TRY TO RUN

IT RETURN BACK TO ME ERRORE 503 SERVICES UN AVILABLE AS ATTACHED PICTURE

CAN ANYBODY HELP ME
