Flash File(SWF) shows up 1/2 the time when in header.jsp of 8.1.4 Portal

I've tried every way for publishing it the ways Flash says to do it (Javascript and no Javascript) no dice... I'll load the page and when I right click where it's suppsed to be it's not there... But when I hit back and the forward again in the browser it shows up... The SWF is not a part of the content.. It's stored in the file structure in the ear... Do I need to make it part of the CMS and/or Is there a netui tag that publishes SWFs?
