Agent software apply hang in "scheduled" state

Hello!
I tried to install new agent software in offline mode. I downloaded package and installed it into Cloud Control via emcli. After that I tried to apply agent. It went to "scheduled" state and submited a job. But that job had never started, even after I redefined it to start immediately. Then I accidentally deleted that job. Now agent software remains scheduled, I can't remove it or reinstall.

You can remove the downloaded software from self update -> remove and then re download it again.

I can't. All buttons in "Actions" menu are inactive.
