Is X Windows Package Group really needed to let Enterprise Manager function properly using Linux OS?
Can I safely delete the below dependencies without destroying Enterprise Manager Cloud Control 13c to comply to CIS guidelines?

The EM13c Package Requirements (shown in the documentation link above) lists NONE of the GUI packages you show (please double-check for yourself.)
EM13c does not require "Server with GUI" for it's use.
