Cloud Account Failing to create

I am trying to do the Become an OCI Foundations Associate course but cant pass the firs module since the Cloud Account is not being created.
I have used 5 different cards, all cards got U$1,00 charged then refunded, so the cards are working, but when i click to agreed and start i got
Error processing transaction:
It was not possible to complete your registration. Common registration errors occur because of: (a) Use of prepaid cards. Oracle only accepts credit and debit cards (b) Intentional or unintentional masking of location or identity information (c) Incomplete or incorrect account data entry. Please try again if this applies to you. Otherwise, contact Oracle Customer Support.

Tried with 2 physical credit cards, 1 physical debit card, 1 physical pre paid card and 1 virtual credit card. All cards got charged with 1USD.
What is wrong?

I have the same problem. I tried 2 virtual and 2 physical credit card and 4 different email address but I still get same error. I am looking for a solution also. I hope someone answer. I tried to contact with customer support on the error page and I got this as an answer:
"Hello,
Unfortunately, we are unable to resolve this or process the transaction. This is all the information we can provide. "
and status: SOLVED!

Yep the response is very robotic, as i have researched on google and talked with a lot with their support, my conclusion is that they dont have a clue about this problem and do not care to solve.

I talked to my banks and they informed me no charge requested on my credit cards so I even tried a friend of mine's credit card who lives in Europe (I am not) and 0.85EUR has been charged from that credit card but result is the same error again... it is frustrating.

No, they did not care to solve this, tried everything, new mail account, even a new card. It just does not work.

Nope, I decided to open a real account since pricing is really low, I will go that way.

I had the same issue before, using my physical CC (prepaid) and found it is not accepted by oracle, after changing this to debit card it works fine and passed this check. my recommendation is to use Debit cards

in my region, only credit cards are accepted and I tried 3 different physical and 2 virtual cards. Anyway, I give up. I will start a pay as you go account.

I tried Virtual Credit, Physical Credit (2 cards), Virtual Debit, Physical Debit.
No one worked. And they are from 3 different countries.

Hi, has same problem with different card types (VISA, MasterCard, Credit - Debet) from same bank.
Tried 1 more card from another bank (VISA) and it worked!
So i think not in the card is the problem source.

Could you give us some more details?
Did you already have an oracle account? (I've tried with a master one, later create two new accounts with my alternative emails, plus, with two countries cards of mine, also another card with different ownership in all possible combinations, including different computers in different countries). Still not possible.
recently @mustafa-kalayci posted that he created an paid account to go on. I Would like very much to avoid it, but, afraid this will be the solution.
@mustafa-kalayci , please, could you share information on how did you do it? Thank you in advance! = )

Hi Raul,
I contacted with Oracle (actually they contacted me first :) ) , after a discussion and since I wanted to have a cloud account to be able to access whole stuff, I asked them to start a pay as you go account. I have a personal company, work as a dba and developer consultant. using my company information (as far as I understand a company is mandatory) I was able to open a cloud account. actually after signing all documents a few hours ago my cloud account created and now I can use it :)

Hi, no! That's my first registration.
And it's trial one. Free tier.
Firstly I have tried my main bank cards, from moldovaagroindbank. They are in Lei currency.
After 2 failures in registration I have tried later my second card in Euro currency from Moldindcombank and it worked!
May be some transactional route.. don't know.

I understand that for this pay as you go account you are using a card which didn't work earlier for the free tier, is that right?

kept trying by debuging the process in the browser; What I've got are two errors and the definitions bellow.
From this everything, I understood I'm in a blocked list. Hope choosing the pay as you go, would be not rejected. Still waiting

However got it resolve by contacting Oracle Customer Service, by sending them mail with work mail id.
I didn't get response for personal mail id (gmail.com), But got response for company mail id and resolved the issue.

Hello, I've tried with @gmail, @live and @linux.
Firefox & Chrome browsers.
Still can't create the account. Ahh, also sent email asking for help to many contacts of oracle, no response at all. May they extend the end term for that courses/exams ?

I made with a non gmail / hotmail mail account and with a debit card, this time passed, but i still have to wait the 15min to check if the account will be created.

@reise yes, it says 15mins to wait but took 24hrs, I got confirmation after 24hrs and I could login to free tier :)

Just got the e-mail the account was created, finally. I cant login with firefox only chromium, odd.
@raul17 try a not public email domain. I got with a .org domain i have.

I can try, however, I'm afraid, what happens when I've no access to that email? to recover access or multi factor authentication will be embarrassing. Anyways, let's try.

I suggest you to register a domain for yourself, it is cheap to have a domain you pay every year, and use some hosting for your e-mail.
i have 2 domains that still have the google hosted free, and one domain using the paid hosted.
My domains are all registred on cloudflare.com it was on godaddy but cloudflare it is cheaper.

Tried with a corporate email and card, again rejected.
however, these are still the response I'm still getting [ 481 (rejected by decision of manager) ] Hope I won't meet that manager
Afraid all accounts with [name like %raul%] hits the block list and won't be created.
Very much afraid to take the plan for register a Domain, "assembly" the mail box, and try to register again. Surely as soon it hits %raul% at oracle's HQ, account will be denied.

Physical debit card does not work.

It took me two weeks and roughly 10 attempts to successfully get my free tier account registered.
In the end it only worked out when I stripped down entirely. This means:
Real name
Full (real) address
mobile number
physical VISA credit card
email fully matching "firstname.lastname@domain.com" pattern (FYI: GMX address worked)
disabling all popup- and ad-blockers
and also finally disabling all tracking preventions in Firefox (disabled via the shield icon left of the URL)
But nevertheless it took almost 24h until I got the confirmation from Oracle. I guess one has to wait until their payment supplier has really verified the credit card by a "phantom transaction" (I haven't checked yet).
At nearly half of the varying attempts I got the banner notification that my account is just being created and I should wait 15 minutes. But nothing came up thereafter. Even at first try this happened, so maybe I should have waited one more day for the processing.
The failing attempts may have been caused by "to many suspicous attempts with same credit card". Note: up to the last attempt I've not used "firstname.lastname@domain.com". Only FLastname@domain.com and even GMail address.
Then I've seen in the http transaction log the browser fingerprinting has failed. So I've disabled the tracking prevention in Firefox, used the "firstname.lastname@domain.com" and, lo and behold, after 16 hours or so, when all hope was already lost, I got a mail from Oracle stating my account has been created. And indeed it has.
The benefits of the free tier are really generous. So I absolutely understand Oracle wants to keep it tight, but this registration process really sucks. I'd wished for more meaningful error messages and a more realistic time frame display for the processing.

And Hi @* I've finally created the account. And as promised here is steps I've done.
Well, don't need to tell you all the saga it have been with all the trying and failure, many, many hours/days/Months trying... Ops, as I said it is not necessary . Here we go.
Today got and email about the PI Event [https://314piday.com] registered my self and got another email [action required] suggesting the creation of the free tier account (with links).
Bingo.

I have the same exact issue. Used a physical debit card, money got taken, everything worked fine, yet it refused to process the transaction. Billing address is the same as the bank account was registered with, so that can't be the thing either.
I debugged a bit using Inspect Element as well, seems like I also got the "paymentGatewayAuthAVSCode": "I" result and also got a fraud response. Assuming that's what it is, which is my address, I still don't get what the hell am I doing wrong. The address is real, it exists, how does it check whether it is a real address or not? Or does it not do that? I'm confused.
Either way, I also contacted Oracle through the live sales chat thing, they told me to contact them through email and I have done that as well but got this response:
"Hello,
Unfortunately, we are unable to resolve this or process the transaction. This is all the information we can provide.

Regards,
Customer Service Agent"
I've also tried the above methods listed by others in here, such as using the "firstname.lastname@domain.com" pattern, disabling all ad-blockers and tracking preventions, or signing up through the Pi Day event, all lead to the same thing. Has anyone got any solutions? No one else other than Oracle seems to offer such great services for free, and would really like to have the Free Tier :/

Having the same issue. Did it for my business, from the office, on a work device, with the details 100% correct.

It said failed to verify - used several valid cards - one of which emailed me to say oracle processed a transaction on it since I have alerts turned on for that particular card. Yet the verification fails and the account setup process cannot finish.

Hey guys,
I was able to get the account on the third go.
I was using my friends credit card and debit card but failed event after deducting 1$ multiple times.
Here is what you have to do:
Make sure the email you are using is registered with bank and same Debit/Credit Card.
Make sure the address is also same. I just copy and pasted the address from the profile section of my bank.
Make sure the name is also same.
I am from India and got my account only with my own debit card.

Even I also facing the same issue. if this is the case no one will try to use the oracle cloud itself. This is a minimum requirement to resolve the issues from oracle cloud support.

For me after several try It worker with my outlook email and doing the processe thought my cellphone network. My ISP and wifi maskarade my ip address I think that is the root cause. I use physical credit card.

I changed to the second credit card and second debit card but it did not work. I contacted support and that is what they replied:
"Hello,
Unfortunately, we are unable to resolve this or process the transaction. This is all the information we can provide. "

first of all use F12 to inspect the requests you are getting 400 and 403 response when is trying to register.
Site from mobile is to slow and sucks
dont waste your time to send emails to support.
Is no way to register

i also face the same issue and we tried alot of debit and credit card with different types of emails but issue was not resolved then i call to support team and told me chat with sales live agent but also its not work for us then i go to shop.oracle.com and choose cloud and then free tier account and then follow the steps and put my debit card details and account is created.

Hi,

I tried creating OCI free Tier Account and it was success after several tried. Try below options

  1. Use your corporate email address instead of personal email.
  2. Select different Regions present in your country. Eg . In India region when I was selecting Mumbai , it failed every time then I tried with other region Hydrabad and it was success this time
  3. Make sure you add all the details in address. Do not leave any field blank ,even optional field.
  4. Use credit card and make sure it has international transactions enable
  5. Wait for money deducted and refunded confirmation and after that only click on create Account.

Hope these options help you in gaining access to free tier account.

I was trying since 2 yrs with personal email id (with different emails) and credit cards but it was failing during payment option. So today i tried with company email it just created with out any error. So seems it works only with company mail ids.

Hi Raul, Can you please tell me how to debug the process in the browser? I am trying to signup from many days but it shows same error. I Got debited for PKR 309 and then Credited. And i got thank you message on add card page but when i click on start my trial it shows this error processing transaction.
