Load data using data management while entity is under approvals

Hello everyone,
I am locking entity using approvals or through dimension security, then I cannot submit data using SV, that's ok. Now, I Can load data using data management!! Why? What I am missing ?

Its working as expected. Secruity will work though Planning and Smart View interface, Data Management executes load using a system admin ID.
