How to determine USER_ID,RESP_ID when use FND_GLOBAL.APPS_INITIALIZE

Dear all:
I am use the ORACLE EBS 11.5.9 AND DATABASE 9.2.0.8 64Bit, when select the "PO_HEADERS", no rows, I want to use the FND_GLOBAL.APPS_INITIALIZE to initialize ,which number should I determine the parameter USER_ID =>,RESP_ID => ,RESP_APPL_ID =>?
