how to convert the informix statement SET ISOLATION TO DIRTY READ to ORACLE.

Don't. Oracle doesn't support an isolation level of dirty read-- it will only allow you to read committed data. The reason the dirty read isolation level exists is that in most databases, writers block readers, so you can reduce lock contention by allowing dirty reads. Since Oracle will never block readers, there's no benefit to this isolation level, so Oracle doesn't support it.
