Bluetooth JSR-82

Hi all,
I have set myself a project to create a Bluetooth Attendance Monitoring System.
My plan is that in a separate system, students will register their own Bluetooth MAC address, then a Java Desktop Application (J2SE ?), will be used to connection to a USB Bluetooth Device, and perform a scan every ten minutes for the duration of the lecture.
My Question is about the JSR-82 implementation. I have read a lot about this on a variety of different websites, and it seems as though this works only with J2ME (micro edition). Is this correct?
If not, does any one know how i can go about downloading/installing it?
Thanks in advance guys.
