jdbc thin connection (from getconnection method) hang

Hi Colleagues,
our developers created application which uses method getconnection to connect database by jdbc thin client. During normal workload on DB machine everything is ok, but when disk are 100% busy on DB, application cannot establish connection to database (getconnection hang for few minutes and finnally it will connect) but sqlplus could connect at once.
I've tested this behavior on different machines and with different java version (1.5, 1.6).
Do you know why jdbc thin client cannot connect to DB server during heavy workload?

Oracle RDBMS does not know or care about different "flavor" (JDBC, OCI, ODBC, etc.) of client.
is application 3-tier?
does application use connection pooling?
I suspect problem is with the application & NOT Oracle DB itself.
