Slow ODBC connection release

in ODBC
When installing the latest ODAC there is a major performance issue when using ODBC on a machine running Microsoft ISA Firewall Client.
When the connection is released the program using ODBC freezes for 20 seconds
Microsoft claims the issue occurs when using WSACleanup from the DllMain entry point
I have confirmed the delay (20 seconds) in both the ODBC administrator and with Excel spreadsheets with the following versions
ODAC 12c Release 1
ODAC 11.2 Release 5
We did not have the problem before upgrading from
Oracle 11g ODAC 11.1.0.7.20
