Oracle Database Connection doesnt connect for users they have no administrative rights

Hello,

we have a problem with the Oracle Database 11g Express.

We installed the package on 2 Clients. One Client have administrative Rights and one without Administrative Rights.

On the Client with administrative rights the application can connect to the database. But not the Client with non administrative rights.

Directly after the Installation it worked. but when a reboot was done and a user logs on then the message appears

ORA-01033: ORACLE initialization or shutdown in progress

  If your database shutdown is in progress then wait for some time until the database is shutdown and start your database with Startup command.

Did you read the documentation ? there you can see


You must be part of the Administrators group on Windows to install Oracle Database XE.
