Even on 64bit operating system, it should be available in %ORACLE_HOME%\bin directory.
Thanks,

Hi,
Microsoft ODBC driver for Oracle still uses the older version of OCI library (v7). Old version of OCI library present in ociw32.dll.
So make sure you add ociw32.dll's location in the PATH variable. It will resolve the issue that you're facing
Thanks,
Senthil

In case if you are using 64bit Instant client, then ociw32.dll should in Instant client root directory itself
