How to determine the Oracle Diagnostic Pack is licensed for a particular database version?

Dear Experts,

How we determine whether the database Diagnostic Pack is enabled in a database or not?

When i checked  the database parameter control_management_pack_access is Diagnostic+Tuning. As per the note id 1490798.1, even viewing the AWR report requires Licensing and on 11gR2 Enterprise edition the parameter control_management_pack_access is Diagnostic+Tuning by default i.e it is enabled. For so many years we are collecting AWR reports and analysing the same.

Please clarify how we can check on the database whether the Diagnostic Pack is licensed or not?
