Error to install ODBC on windows Server 2012 R2

Hello,
I try to install an ODBC on a VM with Windows Server 2012R2 64-bit and a get this error: The Setup routines for Oracle in instant_Client_11_2 ODBC Driver could not be loaded due to system error 193:.
After all instalation process I tried to launch from C:\Windows\SysWOW64\odbcad32.exe (the solution i found on 3 forums) and seems that didn't work for me too. Does anybody has an other idea ? Other things to check or configure? any thought is great to hear.
