I want to convert my existing adf web fusion application into maven so I can create an ear file...

When I created my adf web fusion application, I choose maven as my build mechanism, but at the top level, my pom file does not appear to be designed to create the necessary ear file instead it's packaging is "pom", so how will that create the ear file necessary to deploy my adf fusion web application?

The maven build will still use ojdeploy and the ear deployment profile configured in the jws. If you see your application pom of pom packaging type, you will find the ojdeploy plugin configured. The plugin runs as part of maven build and should create the ear. Right click and run the package phase on the pom.
Hope you are on 12.1.2/12.1.3 version of JDeveloper.
