PHP and oci8

Hi there,
I've successfully installed the oci8 extension for PHP twice - on OSX and Windows Server 2012. Now I'm facing problems on a Windows 10 Pro 64bit environment.
My software is:
Apache 2.4.18 x64 from Apache Haus Downloads
PHP 7.0.3 x64 NTS from http://windows.php.net/download#php-7.0
Oracle Instant Client x64 (instantclient-basic-windows.x64-12.1.0.2.0)
I triple checked everything and read tens of threads or blog articles with similar problems. The instant client is included in the system's PATH variable. PHP ext dir is valid, extension line in php.ini uncommented. Still I get this message:
Warning: PHP Startup: Unable to load dynamic library 'ext\php_oci8_12c.dll' - Das angegebene Modul wurde nicht gefunden. (Module not found)
If I change the x64 php_oci8_12c.dll to the 32bit one, PHP startup displays something like 'is not a valid 32bit program' which should be correct (and a sign that it does find the file).
Any ideas what could be wrong in this case? Thanks in advance!

Can you run PHP from the command line?
Do you have other Oracle software on this computer?
