I am unable to save with JSSE enabled this is on Weblogic 10.3.4.0

I am trying to enable JSSE on my Weblogic server. I need to do this for IB, I am using a F5 device as a front end to the web server, but IB needs to talk to CyberSource for our credit card transactions. I need to enable SHA256 on the Weblogic server, but am unable to enable JSSE. I can enable edit, and even put a check in the check box, but when I hit save the page refreshes and the box is no longer checked.
