Missing Data Controls/App Modules

Hello everyone,
I am working on an several ADF projects using JDeveloper 12.2.1. some of the projects I am working on don't display the data controls I imported from another project.
Also, there is this one project that doesn't display data controls at all, even for the app modules created in the project itself. How to solve this?

Have you refreshed the data control palette
If they don'T show up, how have you 'imported' the application modules?
Are the application modules created using same version of jdev?

Yes, I did refresh and import the modules. The project I am importing was developed in 12.1.3
the other projects are developed in 12.2.1

This won't work. The application modules have to be developed with the same version!
If you are using 12.1.3 now the other application modules have to be compiled or created in 12.1.3 too.

Should recompiling the old projects again in 12.2.1 solve the issue? I did that and it is still not working.
Also I have one application where the app modules in the application itself suddenly disappeared from the data controls pallete. The pallete is completely empty.
