For complex PDFs, I usually start here:

This white paper uses "External (Apache FOP)" or "APEX Listener (ORDS)".

I would image that the same would apply to BI Publisher.

As I understand, BI Publisher has its own "template creator".  (I don't know how it is licensed)

Hi Cheney,

Build-in PDF creation is possible in APEX, but you would need to create your "look and feel" in XSL-FO.

If you prefer to create a template in Word for example and have that exported to PDF, your best options are BI Publisher and APEX Office Print.

Some people also use Jasper Reports, but then you would need to create a template in an external editor or some others use PL/PDF which is mostly PL/SQL programming.

In my opinion; APEX Office Print is currently the most integrated solution for APEX, it has a PL/SQL API and an APEX Plugin and you can create your templates in Word, Excel, Powerpoint, HTML or Markdown. It even allows you to print your Interactive Report and Grid as you see it on the screen (with Highlights, Filters etc.).
