Table Partitions

Hi Everyone,

                    I just want to know clearly about Table Partitioning. My Questions regarding table Partitioning are as follows:

1. At wt basis we need to partition the table?

2.Can this table partition applicable to all the scenarios?

3.What are the good approaches for partitioning a table?

4.Does the developer need any special privileges in order to partition the table?
