Apex_mail with Office365: ora29019-the protocol version is incorrect

Trouble Sending Mail from APEX Office365 is where I should ask questions but it's archived.

My env: Oracle Apex5.1.4 on DB 12.2.0.1 (Oracle Linux 7.4), patched. Wallet includes Digicert Global Root CA and Cloud service CA-1, I used Firefox to export the 2 and import into OWM. ( tried openssl command line or download Digicert Global Root from their site with same results).

Problem: sending email returns with "ORA-29019: The protocol version is incorrect". Account/password is right ( to select instance parameters from SQL to verify ). Tried to set SSL_Version in SQLNET.ora no help. Googled for a day without any joy.

I suspect the 2 certificates might not be right but I can't find "better" ones, much appreciation if someone can post correct certificate chain so I can import into Wallets or give me any advices to make it work. Thank you.
