Oracle.ManagedDataAccess.Client.OracleException (0x80004005)

I am trying to connect to an old Oracle server using Oracle Managed Data Access  v4.0.30319 and getting the following error.

Please assist.

    What version of ODP.NET are you using? Version 4.0.30319 identifies you are using .NET 4, but not which ODP.NET version you have.

    What version of Oracle DB server are you running?

    In general, Oracle only supports connecting between DB server and client that are two major releases apart. For example, ODP.NET 12.2, can connect to Oracle DB
