Where is Java 11 Server JRE?

I downloaded the Java 11 JDK and saw there is no link to download the Server JRE.

I also checked the JDK and I didn't see any server JRE in that install.

I know there is no desktop JRE but I saw articles that said that there would be a Server JRE. I haven't found any info on whether the Server JRE is coming/not coming or if there is information on using jlink to create my own server JRE.
