i need best method to migrate mysql database  to   DB2.

I am new to mysql and  db2.

Kindly   advise the ways and methods  for above migration.... which will work faster

what about liquibase.   client suggesting.

Can we migrate data from MySQL  to db2 using liquibase?

You'd need to ask "the  client".

According to wikipedia and the liquibase's splash page, it looks like a way to control/track database changes. I don't see anywhere it says"migrate mysql database to db2".
