Oracle Database 19c Client (19.3) for Microsoft Windows x86 (32-bit) not available ?

we are planning the Migration to Oracle DB Version 19c and want to upgrade all our databases plus Client Software.
But where is the 32-bit Windows Client Software ? Found it for Version 18.3, but miss it in the 19c section.
Any plans when it will be available ?
Most of our in-house applications still run in 32-bit - but we are not alone:

Numerous Microsoft tools are 32 bit, even when installed on a 64 bit Operating system. These include, but are not limited to:
- Visual Studio
- SQL Server Integration Services tools (SSIS)

I didn't found any hints, too. So I opened a technical SR. The answer from technical support is:
"There is 32-bit client planned for Windows. But there is no ETA at this time. Please keep this below document a reference for future.
Release Schedule of Current Database Releases ( Doc ID 742060.1 )"
In my opinion that Doc ID is no help but now we know that there is a 32bit Client comming. Whenever it is ready...

Well, Doc ID 742060.1 still states "not planned", but I saw that there now is a 32 bit download available on OTN: https://www.oracle.com/technetwork/database/enterprise-edition/downloads/oracle19c-windows-5539283.html
