ODAC for Visual Studio 2013 with Oracle 19c database
Our application develops in Visual Studio 2013 C#.Net application with ODP.NET 4.121.2.0. The current database is Oracle 12c R 1 and we are going to upgrade to Oracle 19c. What was the recommendation for a system upgrade? Is this current setup is working fine with the 19c database?

The last ODAC for VS 2013 download is version 12.1.0.2.4. That version should have tools backwards compatible with DB 19c.
Keep in mind, ODP.NET versioning is independent of VS. ODP.NET certifies against .NET FW version, rather than tools version. That means you can use ODP.NET 19c in Visual Studio 2013. You just have to install a newer ODP.NET version separately from ODAC 12.1.0.2.4.
