Do Java updates incorporate patches of third party DLLs

Specifically - will a Java 7 JRE update have incorporated a Microsoft Patch for Visual Studio 2010 DLLs?
Need to determine if I need to patch the DLL directly (MS KB2565063) or has Oracle updated a version of the Java 7 JRE installer already (if yes, what version).

I doubt Java update would have a Security update for Microsoft Visual C++ 2010 Service Pack 1.
