Patch status via sql workshop?

Is there way to check via browser sqlworkshop if certain patch has been applied successfully e.g.

    This needs to be executed by a parsing schema with access to the APEX admin role.

    Does your nominated user have access to query this direct?

    select name, value from APEX_190200.wwv_flow_platform_prefs where name = 'APEX_19_2_0_PATCH_30392181';

    No it gives the error in screenshot and that is why I am asking is there anyway a "mortal" end-user/developer can check the patching status of their Apex.

    e.g. for successful patching I see this if in sysdba for the pdb:

    while for non-successful patching (it seems that I have some challenge with cloning the pluggable databases in relation with apex installation?):

    So some sort of method to derive via browser as mortal developer would be good:

    Based on this thread, it sounds like they intended for it to be more accessible. Perhaps in future.
