Oracle Technology Network License Agreement for Oracle Java SE

I am trying to clarify my understanding of the new Oracle Technology Network License Agreement for Oracle Java SE. Based upon the verbiage on the java.com website, it appears the licensing is only applicable to releases after April 16, 2019, and would not be subject to previous Java JRE versions/releases. It would therefore be my understanding that if I leverage a 3rd party software, that requires a JRE version prior to April 16, 2019 be installed on local user machines, those individuals would not be subject to the new licensing requirements and costs. Can an Oracle representative please confirm my understanding? Thanks!
