Change position navigation menu dinamically

How can I dynamically change the position of the navigation menu, from top to side or vice versa in apex 19.2 with universal theme?

But seriously, I have no idea if it is possible or to what extent. It is not something supported declarative out-of-the-box. I have seen this asked before and it seems there is some motivation for it such as responsive mobile behavior; side nav tree for desktop and top menu (or new mega menu) for mobile.
I may get around to trying to make this work. I'll share my work if I ever do.

What factors determine the "dynamic"?
If the navigation menu is dynamic based on Pages - there is an option at page-level.
You can change top-side nav menus at page level

The idea is that the end user can select the menu position based on the type of screen and resolution used.

Even simpler question.
I don't need to change the menu dynamically...
I just want to change it declaratively and can't find where I can do that!
It seems one miss on the setup wizard can cost hours trying to find the setting that needs to be changed.
Even if I delete all the list items, I still have the empty menu bar on the left.

Admittedly where to find the documentation on doing this this isn't obvious if browsing the contents, but on searching for "menu", Managing Navigation Menus is a promising-looking first hit, and "Changing Where and How Navigation Menus Display" is the third link down: Application > Shared Components > User Interface Attributes | Navigation Menu.
Please don't post new questions as follow-ups to old threads, especially when it is marked as answered. Firstly, if the subject of your question is not the same as that of the original thread, then it might not attract the attention of those who are best-placed to answer it. Secondly, if the thread is flagged as answered then users will tend to assume that no further action on it is necessary.
