There is no best way, but the most convenient or compatible is usually a direct database upgrade. You may find the following info useful:  https://www.oracle.com/a/tech/docs/twp-upgrade-oracle-database-19c.pdf

I suggest you patch to 12.1.0.2 first, then do a database upgrade using DBUA.

    Hello Dude!,

Upgrading to 12.1.0.2 is pain, I'ma upgrade do 18c then to 19c. Also I prefer CLI over GUI.

My crystal ball is currently in the dishwasher, so if the document URL I gave you is not good then you have to provide more info.

I recommend you to take a look at the new AutoUpgrade tool. It is our recommended way of upgrading databases. Check out the quick start guide which shows what you need in order to upgrade. Also take a look at mikedietrichde.com where there is a lot of upgrade related articles.

If you choose Oracle Database 18c as your intermediate upgrade release, then you are at the benefit of being able to use AutoUpgrade for both upgrades. Just ensure that your intermediate upgrade release is at least 18.5.0 - but you should preferably patch your intermediate to the latest Release Update (18.9.0). Lkewise, your target release should be the latest RU as well (19.6.0).

    Regards,

    Daniel
