Relations between filter(Actions->Filter) and column filter

Hello!

I have IR, Employer and Department.

At the beginning, I create a filter(Actions->Filter) on the column Department(not in "dep1", for example).

After that, I try to create filter(Column filter).

Why I can see "dep1" in the select list. How can I hide "dep1"?

Can I do filtering like in Excel?(with checkbox)
