AM is disabled under ADF Business Components in JDeveloper

Dear Friends,
I have created my first OAWorkspace in JDeveloper version 10.1.3.5.0.3.
When I try to create Application Module, found that this option is disabled under ADF Business Components.
Please advise whether I have missed out any steps while configuring JDeveloper.
ERP version 12.2.8
OAF version 12.2.7
JDev Patch p26550226_R12_GENERIC.zip

To create AM,
Right click on OAWorkspace -> New => not correct
Right click on OAProject -> New => correct
