Web-start application fails to launch the first time after the Java cache is cleared

Our web-start application fails to launch from Chrome. It works fine with other browsers. When you enter the IP, the browser starts the jnlp download, you select “Keep”, then open the file. It then gets hung at “Downloading application” and then “Unable to launch application” appears. If you enter the IP a second time, the application downloads and runs, without downloading another jnlp. This only happens if the application is not already downloaded into Java cache.
This also happens with older versions of our product with current Chrome, but is unknown if it happened with older versions of Chrome.
