There are various old sites which were developed long ago and works with older version of Java.

These sites are now not working with new were versions of Java runtime it is getting blocked.

Apart from adding URL to exception list. Is there any method that we can permanently fix this issue?

If yes then please provide the steps to handle it.

If the sites in question belong to you (your org) I recommend updating them.  If they don't belong to you, your options will be limited.  A Deployment Rule Set might help, but depending on the nature of the issue, that may not help much either.

If the sites are not associated with your organization and are external, running them may not be a good idea as they may expose vulnerabilities to your environment.
