Bug in PL/SQL when a bind variable is in a comment

I have an APEX resource template with a PL/SQL code, where if I enter a bind variable in a comment it gives an error.

Since it's in a comment it should be ignored.

Example code:

<template xmlns="http://xmlns.oracle.com/apex/resource-template"
          pattern="myPattern"

<etag/>
<handler method="post" type="plsql/block">
<content><![CDATA[
/**
 * :bindvar
 */
DECLARE
   my_var CONSTANT NUMBER := 100;
BEGIN
   NULL;
END;
]]></content>
<parameter source="header" name="token" aliasing="token"/>
<parameter name="success" aliasing="success" access="out"/>
</handler>
</template>

The use of :bindvar in the comment gives an error.

I don't know if PL/SQL parses bind variables in comments or if it's a bug in the parser or something.
