11gR2: ORA-28000 Account is Locked - How to unlock SYS account

installing 11gR2 EE (11.2.0.4.0) on Windows 10 Pro, during creation / configure database while installing it, it shows error ORA-28000 Account is Locked.
searched and tried to login with sqlplus / as sysdba but it refused and said SYS account is locked.
how i can unlock this account to go further and complete the installation.

Actual sqlplus example with full output/error trace please.

The current logged-in user is not in Oracle's ORA_DBA user group
The operation process is as follows:
1. Open the command prompt window with an administrator
2. Execution the command ：
net localgroup ora_dba username /Add
3. You can log in after successful execution
