Can't install Weblogic Server Tools plugin

I want to add Oracle WebLogic Server Tools in Eclipse 2020.06 but whatever I try it always get the same error (attached). Plugin is added to local company repository.

What is the OS?
Have you checked that the workspace directory is actually writable?
On some Windows platforms, the Program Files directory is protected so apps can't automatically write there. The simplest solution is just to install Eclipse into a user-writable location instead. For example, C:\Java\Eclipse
Should be able to just move your entire eclipse directory, there's no registry entries or anything else that ties Eclipse to the place where you extracted it.

it's Windows 10.
I have already installed "clean" Eclipse in C drive directly. The same problem occurred.

What is the Java version? You will need a Java runtime environment (JRE) to use Eclipse (Java SE 11 or greater is recommended). Some of the packages come with a JRE.

How is Oracle WebLogic Server Tools in Eclipse installed? Is it from Help -> Install New Software...
2020-06 (4.16) is supported. What URL is used? Such as http://download.oracle.com/otn_software/oepe/12.2.1.10/photon/repository/

May be installed as explained at https://marketplace.eclipse.org/content/oracle-weblogic-server-tools

- Click "Help" Menu.
- Click "Eclipse Marketplace..." menu item.
- Enter the name of the plugin you want.
- Click "Install" when the plugin appears in the Marketplace List.
- Restart Eclipse.
Install Eclipse into a user-writable location instead. For example,
C:\Java\Eclipse
and not the the Program Files directory, which has space and may not be user writable.
