If you are just trying to learn Forms, I recommend you not use an old version like v10.x. The latest version is 12.2..1.4. If you are working for a company who uses v10, I recommend you encourage them to upgrade, as using old software versions is risky in most cases.

Regarding you question, creating a Java JAR file has nothing to do with Forms. So to find the answer to your question I recommend reviewing the Java documentation and/or Tutorials. For example:

    https://docs.oracle.com/javase/tutorial/deployment/jar/build.html

To use your new JAR file with Forms you will need to stage the file in a directory that is virtually mapped. It is generally recommended that you use ORACLE_HOME\forms\java since this directory is virtually mapped by default. This directory is also referred to as the "codebase".

Something of which to be aware is that you will also need to sign your new JAR file before you can use it. Signing JAR files with a digital signature certificate helps to ensure that the contents of the file have not been altered while in transit from the server to the client and that the file is being delivered from a known source. If you are not familiar with signing code, Google again will be a good starting place.
