You can still use IE with java plugin to run forms ( or use webstart).

Hello User,
You are not providing much information but there are important things you need to know.
It seems like you are indicating that the Java Applet required to run your Forms application(s) is not running on your browser (I assume Google Chrome or Mozilla Firefox). For many years now, these browsers have announced desupport for NPAPI, the browser component responsible for running Java Applets in browsers. Because they were security treath, they remove this component except for Microsoft Internet Explorer 11, which is official de supported by Microsoft (and Oracle) since fall 2020.
What you need to do, is implement Java Web Start on your server so your Forms can execute on current browsers like Chrome, Firefox and Microsoft Edge.
I had to convert my Oracle E-Business Suite installation recently to Java Web Start and it works like a charm...

send me the document which shows configuration to do in order to run oracle forms 12c on any browser , there should not be any java depedency

You cannot run an Oracle Forms application without Java.
With Java 8 (32bit JRE) installed on the user machine, enter the following URL in the browser (replace the server and port with your details):
http://server:port/forms/frmservlet?config=webstart
Refer to the product documentation for information on how to use it.

earlier we used to forms application on IE 11 now as IE11 will be descoped , how to configure the application in effective way it could run on any browser and not having dependency on java runtime specfic version

If you are using the default sample configurations Oracle provides and you are trying to run a WebUtil enabled form with web start (JWS) then the correct config name would be webutil_webstart and not webutil
If you have changed the provided config then you may need to add the following applet parameter:
webstart_codebase
Its value would be the user facing URL to the directory where extension.jnlp lives. For example;webstart_codebase = https://marsslive-forms.uk.pri.o2.com/forms/java

is there any simple step by step process on how to implement webstart method on application server so that forms runtime will work with chrome or edge
