Decision Service component was not invoked


We got a customer issue that they don't receive any fyi notifications.when we check the composite, we see that assignees as blank and not seeing the rule being executed to assign the notification.

Attached the sample composite instance from the internal environment where we see the decision service component but not in the case fo customer's.

We don't see any server logs and payload looks fine.Can some one help on on rootcause or on how to proceed further ?
